DocBook 4.1 support

I'm pleased to announce that the LDP can now accept DocBook 4.1
SGML documents, in addition to DocBook 3.x and Linuxdoc.

The latest DSSSL stylesheets from Norm Walsh (v1.55) are now
in production on the LDP site.

My thanks to Jorge Godoy for his (very easy and painless!)
implementation instructions/assistance.
